On my fork I have uploaded the artifacts here: https://github.com/BurkusCat/maui-samples/releases/tag/working-win-actions
For this to be merged, some work will need to be done to create secrets on this repository: WIN_CERT_PASSWORD, WIN_CERT_THUMBPRINT, WIN_SIGN_CERT. This is a Windows signing cert. If no one objects, I'm happy to provide the values I used, they are just for a dummy self signed certificate.
