I have some suggestions for Part A. You might want to target all entry/lower-level employees across all departments (instead of top/bottom 5 depts). Sampling strategy is missing from the response; Use stratified random sampling by department (proportional to size).
The sampling unit is an individual employees rather than the departments.
Survey questions - Question 2, 3 have high participation burden. You might want to add multiple choice answers there.
Question 4,5 need explicit scales/choices. Perhaps for Question 4 1=Not at all to 5=Fully aligned. Question 5 (manager support, compensation, growth)
Part B looks good.
