Added two new standalone crates:
ic-response-codes: ContainsRejectCodeand plannedErrorCodeenums for Internet Computer responsesic-management-canister-types: Defines types for Internet Computer management canister interactionsBoth crates are designed for general use beyond the Rust CDK, which now depends on them.
