Pull Request Overview

Updates the pull request template to improve structure and reduce complexity by replacing the documentation PR section with a checklist format.

• Renamed "DevRev issue" section to "Connected Issues" to better reflect that multiple issues can be linked
• Removed the "Documentation PR" section that required links to fern-api-docs
• Added a "Checklist" section with code formatting and testing requirements
