Added advice on setting environment variables for AMD.

I would be a wise idea to wipe the AMD installation instructions with this ones, because they are in a broken condition caused by multiple issues (not even for last gen cards). "scottt/jammm" wheels are indeed NOT compatible anymore. |

This PR replaces the old AMD installation guide with a new, streamlined version for Windows (TheRock).
Nobody uses the old scottt/jammm wheels referenced in docs/AMD-INSTALLATION.md anymore.
