Add the sds-common-scheduler-extender image.

Why do we need it, and what problem does it solve?

A shared scheduler extender for both modules: sds-local-volume and sds-replicated-volume.

What is the expected result?

• fewer Pods in the sds-local-volume and sds-replicated-volume modules;
• easier future development.

Checklist

• The code is covered by unit tests.
• e2e tests passed.
• Documentation updated according to the changes.
• Changes were tested in the Kubernetes cluster manually.
