_wait_for_profile_reconcile_thread so shutdown cancels the reconciliation task
before waiting, while tracking work only after successful executor submission
and shielding the executor future from task cancellation. Ensure shutdown does
not wait on a started signal for work that was never submitted or cannot run.

Summary
Prevent two backend failures: direct ASR loads can abort native CUDA code when cuDNN is missing, and repeated application lifespans can skip waiting for reconciliation workers during shutdown.

Reconciliation work now has a per-lifespan executor future, so shutdown can track queued or running work for up to 20 seconds even after task cancellation; CTranslate2 checks cuDNN before selecting CUDA and falls back to CPU when unavailable. These changes address repeat-boot shutdown races and native ASR crashes caused by missing cuDNN libraries, while preserving CPU overrides and ROCm behavior. The CPU fallback can reduce performance and, for the documented WhisperX fallback, removes word-level alignment; reported targeted tests passed, but full application imports and Windows CUDA hardware were unavailable locally.
