What's wrong. The Loop section says: "For applications that file lives in Bunker, and bunker test re-runs its probes on demand." The Algorithm gets read at the start of every substantial run, so the model is told this command exists. On a public install it doesn't. BunkerSystem.md:14 says so: the reference implementation and its CLI bin/bunker.ts are private and not in the release payload.
Repro on a clean clone of v7.40.4:

The find lists the monitor installer, two bunker.config.ts, the Pulse module and page, and the concept doc. There is no CLI anywhere.
Negative control. BunkerSystem.md:34 documents bunker test as well, but it sits right under the release note saying the implementation is private, so a reader there gets the caveat. The Algorithm line carries none.
Suggested fix: drop the sentence, or append "(private reference implementation, not shipped)". Same family as #1898 and #2037, where public text pointed at private parts.
