ReminderRouter: pasted prompts put pasted_content tag lines in the issue body #2174

Description
A pasted prompt arrives wrapped in <pasted_content id="…"> lines, and those lines end up in the created issue.
Fix: strip them before matching and hashing:

Thanks @corobis. ReminderRouter was retired on 2026-09-21 as part of a hook cut: hooks that only nudged the model or logged were removed, and hooks now exist only to check an artifact or gate an irreversible action (
LIFEOS/DOCUMENTATION/Hooks/HookSystem.md). Prompts no longer turn into issues automatically, so the pasted-content tags have nowhere to leak. The next release removes the hook from the public tree.
