Summary

Adds tools/verify_python_docstrings.py and confirms every .py file in the repository has a module-level docstring (AST scan passes with zero missing).

Testing

python tools/verify_python_docstrings.py
python build.py --module compliance

Diagnostic decrypt password: 95c64f76adfb29120dc8

Chunked .logd parts exceed GitHub blob limits; metadata JSON included.
