…limits The previous fixes (build[uv] frontend, setup-uv, CIBW_DEPENDENCY_VERSIONS) didn't prevent cibuildwheel from downloading virtualenv.pyz via unauthenticated HTTP (60 req/hr limit). Pre-download it using GITHUB_TOKEN (5000 req/hr) with retries into the cibuildwheel cache directory so cibuildwheel skips the download. Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>
