Resolves #546

Create a responsive Smart Public Issue Reporting System that allows users to report infrastructure and public service issues within their locality.

The application helps users categorize problems, upload supporting details, monitor issue progress, and maintain an organized record of reported concerns. The project focuses on improving civic engagement and demonstrating how technology can help communities communicate infrastructure problems more effectively.

What was added

• Smart Public Issue Reporting System project inside the Projects/ directory.
• Interactive Dashboard where users can track total, pending, and resolved issues in real-time.
• Issue Reporting Form with dynamic categories (Road Damage, Streetlight Failure, Garbage Collection, etc.) and priority levels.
• Real-time filtering by status and searching by keywords.
• Dynamic status updating directly from the issue list (Pending -> In Progress -> Resolved -> Closed).
• Responsive two-column grid layout for desktop and single-column layout for mobile.
• Dark/Light Theme toggling.
• Automatic data persistence using LocalStorage so reported issues are not lost upon page refresh.
