What does this PR do?
This PR adds a new project called UI Color Palette Extractor, a browser-based tool that allows users to upload or drag-and-drop images and automatically extract dominant color palettes. The project provides detailed color information (Hex, RGB, and HSL values), interactive color swatches, and one-click clipboard utilities for developers and designers.
