Add Cryptographic Vector Conformance Harness for Algorithm Validation (#1770)

Implement reusable conformance testing framework for cryptographic algorithms.

This feature enables validation of CryptoViz implementations against
authoritative known-answer test vectors, ensuring correctness across
input, intermediate, and final states.

Key Features:

• Common test-vector format for all algorithms
• Automatic intermediate state validation
• Detailed failure reporting (algorithm/round/field-level)
• Single CLI command for full conformance suite
• CI-ready test infrastructure
• Version-controlled NIST/IETF vectors

Acceptance Criteria Met:
✓ Multiple algorithms use same harness
✓ Test vectors version-controlled (JSON format)
✓ Final outputs compared automatically
✓ Intermediate states validated where available
✓ Failures identify exact algorithm/round/transformation
✓ Single command runs complete suite
✓ CI integration ready (npm script + test runner)
