This pull request reorganizes the
utilsmodule into a dedicatedrocrate_validator.utilspackage. Logging, path helpers, and IO helpers have been moved accordingly, with all imports updated. Therocv_iopackage has been renamed toio_helpersand moved underutils, and the obsoleterocrate_validator/config.pyfile has been removed.
