Merged as governance evidence for the first stale-source rehearsal. This documents that the default formal refresh lane failed closed, while the explicit review-only stale-source rehearsal lane completed with artifacts and preserved FHABS observation-age warnings. No generated JSON was committed, no public data was refreshed, and the rehearsal artifact remains non-publishable. |
