Row 10's "Enforced by" cell cited "AGENTS.md §7", a numbered section that no longer exists after CR-131 replaced AGENTS.md's structure. The underlying doctrine row 10 depends on still exists, under the exact current heading "Agent verdicts are not authority" - confirmed present in AGENTS.md on this branch.
