CR-OC-001C closeout — documentation only

Records the final state after PR #128 merged as f65a864, and retires the pre-merge status language that became false at the moment of merge.

Three paths, no code, tests, workflow, fixture, dependency, or configuration change:

§1 — final bounded state

Implementation status is now complete, accepted, and merged through PR #128 as f65a864, with local and hosted validation passed per §26, and the implementation deliberately non-runtime-integrated: no runtime module imports or invokes the executor.

Implementation and merge authority are recorded as exercised and now spent. Any correction, expansion, runtime integration, or change to the supported profile requires new authority. The approval-gate text records that both CR-OC-001C gates were satisfied while stating plainly that this establishes no precedent and no standing permission — every later slice needs its own approval. CR-OC-001D, CR-OC-001E, and every runtime consumer remain unauthorized.

§25 preserved, not rewritten

§25's "planning only — grants no authority" language is kept verbatim. Its statements were true when written and remain true as statements about §25: authority came from separate explicit operator grants, never from that section. Two supersession notes record that the five conditions in §25.11 were later satisfied and that the four allowlisted code paths now exist on main. §25.11's closing sentence — CR-OC-001D and CR-OC-001E remain unauthorized — is unchanged.

The tested tree and the merged tree are the same tree. CI ran against the generated merge commit 86d43b7, not f65a864; the two have different commit graphs but zero file differences, so the four-job evidence from run 30694417116 applies to the tree now on main. The post-merge local run (149 passed / 1 skipped) is supplemental confirmation, not the acceptance basis.

What the merge completed, stated narrowly: CR-OC-001C's bounded executor slice — a Windows/NTFS constrained single-file replacement executor existing as a non-integrated library surface that only tests invoke. Not the broader OpenClaw lane, and not the mediated-execution lane.

The §26.7 non-claims survive the merge unchanged. Merging code did not convert hostile-writer safety, cross-process exclusion, OpenClaw containment, authorization, reservations, exactly-once execution, or causation-from-observation into established properties.

Two additional corrections

Sweeping for pre-merge claims found two more statements that became false at merge and were not in the closeout list: the §26 preamble and a §26.7 bullet, both still saying the work was not merged and that merge authority had not been granted. Corrected here rather than left as live contradictions.

Backlog

CR-OC-001C moves out of Active GitHub Backlog into the completed status section as a compact entry. Detailed lineage — three contract amendments, five implementation discoveries, seven harness corrections, hosted evidence — stays in the CR and change log rather than being carried as an active item.
