Sets up Renovate as the dependency-update tool for this repository, part of an org-wide rollout.
Depending on this repo's starting state, this PR does some of the following:

Summary
Fresh Renovate install for the contentful.rb Ruby gem repo (no prior Dependabot or Renovate config existed). Added a repo-root renovate.json extending the standard
local>contentful/renovate-configpreset (this is not an Nx monorepo, so the standard preset is correct). No dependabot artifacts, workflows, or secrets needed removal since none existed, and no other files were touched.
