Cap CI jobs at 10 minutes - #389

A conformance step on main hung for 48 minutes until the hosted runner lost communication, and no log was uploaded: https://github.com/connectrpc/connect-py/actions/runs/36580135739/attempts/1 Since #375, the slowest job across all CI runs took 268 seconds, so a 10-minute cap fails a hung job with its log intact instead of waiting out the 6-hour default. A conformance job on main hung for 49 minutes until the runner lost contact, leaving no log. Jobs finish in under 5 minutes since #375, so a 10-minute cap fails a hung job while its log can still be uploaded.
