This has been discussed at length in conda-forge/cudnn-feedstock#124, and the final builds for 9.10 are now through. Let's give this another shot. |

Redo #1687 (reverted in #1715, because the repodata hotswap didn't work), now that we've migrated everything for cudnn 9.10
