There's an edge case in the chunk configuration where the delimiter for a
RedactedTextinput may be specified as an empty string. There may be other cases where this happens, I'm not sure yet. In these cases it doesn't really matter what the delimiter is, so fill in a default in the segmenter instead of throwing a misleading error.
