server: delete the unused comment toxicity check - #3081

Conversation
The comment toxicity check was switched off on the comment path. This removes its now-unused code: the language-model moderation module and its prompt, the profanity word list and its helper, and the moderation function in the comment routes, along with the two packages only they used. The report-narrative code keeps its own model client. Observable change: none on the comment path; the server no longer loads the moderation prompt at start-up. Observable change: none on the comment path, which already skipped the check. The server no longer loads the moderation prompt at start-up, and no longer depends on
@google/genaiorbadwords.Removed: the language-model moderation module and its prompt, the profanity word list and its helper, the moderation function in the comment routes, and the tests and mocks that existed only for them. Kept:
isProConvo(still used by the moderation list) and the report-narrative model client (@google/generative-ai). The characterization and shadow harnesses lose their wait on the removed module's start-up.Tests. Unit and comment suites pass locally (the two topical nextComment cases need DynamoDB and fail identically on unchanged code). The shadow reader tests pass.
