Promote edge to stable: delphi image carries the pinned RDS CA - #3065

The job daemon connects to Postgres over TLS and needs the RDS CA at the path POLIS_JOBS_CA_FILE names. The server image already bakes the pinned public bundle at /etc/polis/rds-ca.pem; the delphi image now bakes the same bundle with the same checksum. The delphi image bakes the pinned RDS CA at /etc/polis/rds-ca.pem for the job daemon. Nothing reads it until the daemon is configured. No schema change; participant path untouched.
