delphi image: bake the pinned RDS CA for the job daemon - #3064

The job daemon connects to Postgres over TLS and needs the RDS CA at the path POLIS_JOBS_CA_FILE names. The server image already bakes the pinned public bundle at /etc/polis/rds-ca.pem; the delphi image now bakes the same bundle with the same checksum.
