* migrations: the deploy reconciles, then applies the job tables (19, 23, 24, 27) The migration runner returns with the deploy sequence production needs: a one-time reconcile records the existing schema, then apply adds only the release's migrations (the job queue, Delphi job records, the large-job lane, and per-step job runs). Migrations run before old services stop, so a refusal leaves the previous version serving. The server refuses to start while a migration in the release is pending. Ships #3003 only (edge was stable plus #3003).
Observable changes: on deploy, before stopping the old version, the migration runner reconciles once (records the existing schema as applied) and applies 19, 23, 24 and 27: new empty job-system tables. Nothing existing changes. The server refuses to start while a release migration is pending. If the runner refuses, the previous version keeps serving.
Rollback: redeploy the previous stable; the added tables are unused by it.
