Part of EIP1-11114
The change in this branch covers merge of EMS api main code artifacts into the updated project. This mainly includes Kotlin code and Docker files.
NB this is targeting the PR branch for EIP1-11114 Review 2 to make the changes clearly visible but once that is merged to the interim EIP1-11113-proxy-main branch the base for this PR should be updated to likewise target proxy main.
