Nav bar

Functional navbar added to this version.

A few things to note:

• Made the executive decision that when scrolling, only the navbar will stick to the top of the website. If it were both the header and the navbar, they would take up too much space.
• Navbar is not able to look for certain games if filters are being used (i.e. If the game is Funded and you are in the Unfunded filter, it will say the game cannot be found in the game library). A true bummer but I am unsure about how to fix it just yet.
• I made a Milanote board to keep track of my changes. Make sure to add to the read me.
