This pull request includes several refactorings to update the cluster metadata serialization. It also adds custom byte matching logic for recordBatch assertions in the assertion framework. The changes ensure that the BaseOffset and LastOffsetDelta values are correctly updated in the cluster metadata serialization. Additionally, the pull request introduces a new method to encode recordBatch bytes for comparison with the contents on disk.
