chore(ci): clean-up outdated claim

It seems like the claim that fk_test_has_pk table has constraints that are deleted and not created back is not true anymore. The CI for this test checks that.

Reopening this now because there is actually a related test test_create_with_query_cache that happens to be flacky. I believe the cause is more likely to be in the query cache.
