As per title, this commit adds an oci-arm64 folder to the cluster folder.
The existing oci folder should now be used for the oci-amd64 cluster, we are leaving this as-is so as to leave the ArgoCD configuration intact on that cluster.
Once I have setup authentication on the new arm64 cluster this PR will allow us to test oracle-16cpu-64gb-arm64 runner.
