Several changes

• More realistic handling of calo emulation to support for FW test-benches by @cerminar in Support for FW test-benches p2l1pfp/cmssw#138

  • Introduce common HAD+EM calo format for barrel decoded objects (same link @ TMUX18) and use it in barrel regionizer
  • remove pt cuts on clusters applied outside emulator code
  • more flexible configuration and debugging options for HGC ID model
  • Add some TM18 dump files needed for HLS test-benches

• Fix handling of phi wrap around in seeded cone Fix handling of phi wrap around in seeded cone  p2l1pfp/cmssw#133

• Synchronise packing order of z0/mass with unpacking order. by @EmyrClement in Synchronise packing order of z0/mass with unpacking order. p2l1pfp/cmssw#142
