[13_2_X] Backport of PbPb EW skim

Partial backport of #49227
This PR backports the PbPb EW skim to be used for central PbPb skim production of 2023 and 2024 PbPb data.

I did not backport the workflow since it was defined only for 2025 PbPb. If needed, I can create a new workflow to test 2023 PbPb skims

If we want to run this centrally maybe it's worth having a workflow defined?
