Development of HLT menus for CMSSW_15_1_X (branch CMSSW_16_0_X):

• This is the PR for the master branch, which will then be backported down to 15_1_X (the latter is the release cycle currently used for Run-3 HLT-menu development).

These updates correspond to the updates and fixes accumulated after the "V1.0" HIon menu for the 2025 PbPb data-taking period was released. This update includes the integration of the following JIRA tickets:

• CMSHLT-3655 [TRK] HLT-Tracking updates for 2026 menu: pixel digi morphing
• CMSHLT-3685 [HIN] Fix to RawSecond in HIon menu
• CMSHLT-3686 [HIN] Addition of HLT paths for DoubleEG4_NotMBHF2 in the 2025 HIon menu
• CMSHLT-3690 [HIN] Seeding HLT_HIPuAK4CaloJet60Eta5p1_MinBiasHF1AND paths with L1_SingleJet28_BptxAND
• CMSHLT-3691 [DQM,TRK] Partial revert of CMSHLT-3147
• CMSHLT-3693 [TRK] Update maxHitsInModules parameter for hltSiPixelRecHitsPPOnAA* HIon table
