This PR offers a fix for the issue that developed in IBs in the DQMOffline/Configuration package (see e.g. log) presumably due to increase of distinct DQM sequences in release.

PR validation:

scram b runtests_TestDQMOfflineConfigurationGotAll runs fine with this PR.
