Add GE1/1 detection efficiency monitor using GEMCSCSegment (backport of #37178, 12_3_X)

Backport of #37341. This PR adds DQM modules (GEMCSCSegmentSource and GEMCSCSegmentClient) to monitor GE1/1 detection efficiency using GEMCSCSegment in the online DQM.

PR validation:

This PR was tested with the following recipe on lxplus.
