Backporting #28537:

This PR imports the tools for CUDA modules (or "CUDA framework" or "heterogeneous framework") from Patatrack.

PR validation:

Unit tests run on both GPU and non-GPU machines.

@makortel could you clarify why you need this backport in 11_0_X?

@silviodonato that is something I asked before 11.0.0, in order to simplify the maintenance of the Patatrack branch.

Since it didn't make it for 11.0.0 and we have to move the development to 11.1.x anyway, I think we can actually close this.
