cms-sw/cmssw#44054 needs the UTM to be updated to this version

Maybe I'm missing something but all I see is a changed comment in utm.spec? If that's all that's expected, go ahead!

edit:
Ok after briefly educating myself about rpm spec files I guess the %{realversion} is set to "utm_0.12.0" or something to that effect!

Yes @bundocka, with this change UTM version will change taking the utm_0.12.0 branch from https://gitlab.cern.ch/cms-l1t-utm/utm/-/tree/utm_0.12.0/

@bundocka in essence this will bring CMSSW up to the new utm version. Just need to know if TC wants the firmware tested or anything before this is done offline.

@aandvalenzuela At this point L1T technical coordination hasn't weighed in on this, so I think it's fine to proceed with it.
