Support for psABI micro architectures

As discussed in cms-sw/cmssw#43652 , this PR

• adds psABI micro architecture support e.g. x86-64-v2, x86-64-v3, x86-64-v4
• Disables vecgeom multi-arch build as we build Vecgeom in Scalar mode
• Disable multi micro-archs builds for alpaka rocm/cuda backends
