this has been tested via cmssw PR cms-sw/cmssw#36327, so no need to retest here. Once cms-sw/cmssw#36327 is merged then this can be merged too |

Update the tag for RecoTracker-FinalTrackSelectors to complete backport of cms-sw/cmssw#36285 to CMSSW_12_1_X, which is done in cms-sw/cmssw#36327. This is needed to use the updated track DNN selection network file introduced in cms-data/RecoTracker-FinalTrackSelectors#11 in CMSSW_12_1_X to match the version of mkFit that is also being backported to that release.
