csvV2 calbrations for 2018 PbPb data

These calibrations are intended for the reMiniAOD campaign of the 2018 PbPb data.
They are currently used in our analysis recipe, but will now be used directly in cmssw production of the first time.
They are read via a dedicated ESProducer. Details may be found in:
cms-sw/cmssw#31660

The tagger is calibrated using an outdated setup based on, track-based variables (not PF), and AVF primary vertices.
For Run 3 data, and any future reMiniAOD we plan to switch to resynchronize with more recent BTV tools.
