Description

This extends the search bar functionality in the marketplace such that a user can also search for tags.

Motivation and Context

This change was asked for by a customer of ours, but would also at least in part address #2956.

How Has This Been Tested?

We have added some test cases to cover this new functionality to the existing frontend test suite.

@ krutten Is this test failure due to the updated pipeline? Can we merge these changes in?
