chore(tests): mark all fixture packages private

Mark the 20 remaining nested fixture packages as private: true, including test dependencies checked into fixture node_modules directories. All 71 tracked fixture package manifests are now explicitly private.

Related to #3511: the 12 fixtures listed there as @null already have private: true. That is a separate Changesets prerelease-exit bug; the release plan still includes them after this metadata cleanup.

Validation: vp check; audited all 71 fixture manifests and verified every edited manifest differs only by the added private: true flag.
