feat(shared): Allow for has({ role | permission}) without scope

This PR allows for

• has({role: "admin"}) instead of has({ role: "org:admin }) (the later is still permitted)
• has({permission: "friends:add"}) instead of has({ permission: "org:friends:add }) (the later is still permitted)
