completing tauri.conf.json for bundling gstreamer plugin

[aaalloc]

note: ligsttaurriasset.so is here temporary, some machinery has to be done for taking the shared object and match hash etc ...

Description

Fixes #234, it just fills tauri.conf.json. Some tooling has to be done to fetch libgsttauriasset.so, script for install/uninstall (for deb/rpm)
