Release AdClaw v1.0.30 AI model selection

Summary

• mirror AdClaw AI model selection and quota UI into the public release repo
• add server-side AdClaw AI usage proxy hardening and tests
• rebuild console bundle and bump package version to 1.0.30

Verification
