Closing — this PR bundles useful security tooling (gitleaks, secret-catalog, rotation audit) with a governance-gates.yml workflow that re-introduces the same governance gate that was deliberately killed across all 154 chittyOrg repos on 2026-04-23. The security tooling parts are valuable on their own and can be re-added in a separate, gate-free PR. Closing this bundled version to avoid re-creating the kill problem.
