This repository is documented as a Tier 5 service (for example in README.md and CHARTER.md), but the new governance caller invokes portfolio-hardening.yml with tier: "2". Using a lower tier profile can under-enforce governance controls, allowing PRs to pass without the checks expected for this service classification; this input should match the repo’s actual tier.
