Description

Updated build_gems.ps1 and manual_gem_release.ps1 to ensure complete local gem package creation and guard against accidental releases to RubyGems.org. build_gems.ps1 now compiles the .gem package artifact upon test completion and executes smoke_test_dlls.rb to verify the built DLLs. manual_gem_release.ps1 was refactored to include explicit -Publish and -Force switch parameters so it defaults to a local build, requiring explicit user opt-in and confirmation before publishing to RubyGems.org. Additionally, both scripts now run pre-build code verification (rake gem_check) and the DLL smoke test step, and README.md was updated to document the new workflow.
