Add support for building for multiple versions of Python

This is not a Python library, so the similarity in the version numbers is probably a coincidence. All of our existing builds of Shapely for Python 3.8 - 3.10 were built against chaquopy-geos version 3.8.1. It may be necessary to update chaquopy-geos to support newer versions of Shapely, but it would be better to do that in the same PR as Shapely itself (#1274). |

This updates chaquopy-geos and adds support for multiple versions of Python.
The motivation for this is to enable support for Shapely on multiple versions of Python. The PR to update Shapely is here: #1274
